循环经济视角下外部性治理的新思路

On the New Ideas about External Governance from the View of Circular Economy

发展循环经济对于实现经济社会的可持续发展具有重要意义,而个体在经济活动中的逐利行为所导致的负外部性将对发展循环经济构成一定的挑战,因而如何通过适当的制度安排,以实现外部性问题的有效解决就显得尤为重要。文章在对解决外部性问题的两种传统思路进行介绍和评析的基础上,认为外部性问题的解决不仅需要政府行为、市场交易,也需要市场组织和道德社会的建设,并对市场组织和道德社会建设问题提出看法。

The development of circular economy is of great significance for the sustainable development of economy and society,while the negative externalities of individual profit- driven behavior in economic activity will make challenges to it. So it is particularly important to use the appropriate system arrangement in order to effectively solve the externality problem. On the basis of introducing and analyzing the two traditional ideas to solve the problem of externality,this article thinks not only does the solution to the problem need the government behavior and market transactions,but also needs the market organization and the construction of the moral society. In the end,this article puts forward views on the construction of market organizations and society.
