公信力视域下城管执法行为失范的矫正

The Remedy for the Enforcement of the Urban Management Under the Background of the Credibility

当前,城管执法中存在执法不规范、滥用自由裁量权、暴力执法、消极执法、贪污腐败等失范现象。这既影响了城管队伍的整体形象,也造成了政府公信力的严重流失。为了提升政府公信力,必须矫正城管执法的失范行为:完善城管立法,严格控制城管执法人员行使行政自由裁量权的空间;加强对城管的教育培训,提高城管执法人员的职业道德和业务水平;完善城管监督体系,增强对城管执法行为的监督力度;健全城管责任追究制度,督促执法人员依法执法。

At present,there are some anomie phenomena such as unstandardized law enforcement,abuse of discretion,law enforcement of violence,negative law enforcement and corruptions,which not only affects the overall image of the urban management team,but also causes serious loss of the government credibility.Therefore,it should be corrected by improving the urban legislation,strictly controlling of the law enforcement personnel to the abuse of the administrative discretion space;strengthening the education and training of urban management team,improving their occupation ethics and professional skills;improving the supervision system of the urban management,enhancing the effect of the supervision of the law enforcement behavior and improving the accountability system for the urban management.
