监狱文化的形成和发展记录着一个国家刑罚发展与变化、治狱思想和制度变化的轨迹。监狱行刑思想、监狱管理制度、监狱形态等各个方面发展过程中的每一次飞跃都反映了监狱工作实践的不断深入,都在一定程度上传承了以往的监狱文化。中国监狱文化的产生始自奴隶制时期。到了封建制时期,中国监狱形态及其管理制度进一步发展变化,监狱文化也进一步发展。新中国监狱的建立和发展,特别是党的十一届三中全会以后,建立了全新的监狱,树立了科学的行刑理念,创造了更加文明的中国监狱文化。中国监狱文化吸收和借鉴国际社会监狱文化的优秀成果,从封闭走向开放,形成了大融合局面。

Formation and development of the prison culture records development and change penalty,prison management thoughts and system change of a country. Various aspects of prison punishment thought,prison management system,and prison form,every leap in the process of development reflects the deepening of the prison work practice,is inheritance of the tradition of previous prison culture to some extent. Chinese prison culture produced in the slavery period,developed period in the feudal system society,and gets scientific and civilized since the establishment and development of the new China prison. Chinese prison culture has absorbed and drawed outstanding achievements and lessons from the international society in the prison culture,formed the situation of great fusion from closing to opening.
