A Research on the Mode of Target Application Oriented Land Consolidation

研究目的:试图提炼出土地整治一般化的框架模式来指导实践。研究方法:实践调查和案例分析法。研究结果:提出以目标用途为导向的土地整治模式,即以土地整治后的用途为目标,通过财务评估和经济评估进行投入和产出分析,确立市场主体和政府分担土地整治成本和分享土地整治利益的一般模式。研究结论:目标用途的确定是其前提,为土地整治指明方向;财务评估和经济评估是其基础,为土地整治寻找资金来源;模式选择是其关键,为土地整治选择实施者;土地整治政策是其保障,为土地整治提供积极性。以目标用途为导向的土地整治模式,为创新土地整治模式,构建土地整治长效机制,为持久深入推进土地整治奠定坚实基础。

The purpose of this study is to discuss the general framework model to guide land consolidation. Methods employed include field survey and case analysis. The results indicate that is the mode of target purposes oriented land consolidation. That is to say, how to use land after land consolidation as target purposes. It draws a general mode of regulation how to share the land consolidation costs and share the interest by market main body and government after financial evaluation and economic evaluation. It is concluded that the premise is how to use land consolidation and find the land consolidation direction. Financial evaluation and economic evaluation is base to look for sources of funding. Mode selection is critical to find who will do and how to share the interest after land consolidation. Policy of land consolidation is guarantee for encouraging land consolidation. It is necessary to make innovation about mode of land consolidation and construct long-term mechanism for land consolidation. It will lay a solid foundation for land consolidation to deeply and sustainable development.
