长期照护制度筹资问题,这是存在于当前失能老人长期照护服务体系建立过程中的主要问题之一,面对社会老龄化程度的一步步加深,分析长期照护制度实施的必要性及其投资体系的完善路径有着非常重要的现实意义。文章首先分析了当前失能老人长期照护制度实施的必要性,然后在此基础上讨论了长期照护制度筹资方面存在的问题及多元化长期照护制度筹资体系建立途径,从多个方面探讨完善长期照护制度筹资工作的举措,希望以此促进失能老人长期照护制度的进一步优化。

Raising capital is a major issue in building service system for long-term looking after the disabled elderly,which is meaningful for impletementing the system. This paper has an analysis on the problems in raising capital for the system. For example, the division of duty in raising capital for the system is not clear. We should better the raising-capital system, in which insurance income is main source, social input can increase its quality,individual payment is supplement and financial support can richen welfare supply.
