建筑业安全投入行为决策影响因素研究

Investigation on factors influencing contractor's decision on safety investment

为深入研究建筑业安全投入行为决策的影响因素,基于文献分析归纳若干影响因素,并采用专家访谈法确定17个因素,然后结合专家评价运用解释结构模型(ISM)分析各因素间相互关系,建立安全投入行为影响因素的3层递阶结构模型,找出表层影响因素、中层影响因素、深层影响因素。结果显示,政府监督管理、同行竞争程度、企业社会责任是建筑业安全投入行为决策的根本影响因素。建议采取措施,如转换政府职能、委托第三方监管,与企业资信联动、实行市场退出机制等,促进建筑业安全投入行为的优化。

To clarify the factors influencing the behavior of construction contractor＇s decision on safety investment, the paper selects 17 factors from several factors in literature by using the method of expert in- terview. Based on experts＇evaluation of these factors, the paper establishes a 3 layer hierarchical structural model by employing the method of ISM to analyze the hierarchical relationship among various factors, and searches the surface factors, the middle factors as well as the deep factors. The result shows that among the factors the underlying factors are the government supervision management, the horizontal competition and the enterprise social responsibility. Then based on these factors, the paper proposes that in order to promote the participants＇ reasonable decision on safety input, transforming the functions of government, entrusting regulation tasks to independent third parties, cooperating with enterprise credit, introducing the market exit mechanism and other measures should be taken.
