城市综合客运枢纽运行安全现状分析

Safety Analysis of Urban Comprehensive Passenger Transport Hub Operations

城市综合客运枢纽是城市交通发展中、整合多层面运输资源、支撑全方位客运网络的重要骨干节点,我国大规模开展城市综合客运枢纽建设的时间较短,现有标准规范虽然给出了功能和总体规模的规定,但不成体系,且缺乏针对安全问题的全面考虑.为了促进综合客运枢纽的安全运营,本文在总结现阶段我国城市综合客运枢纽存在的主要安全和应急处置问题的基础上,分别就城市综合客运枢纽规划设计阶段和运营管理方面,对未来综合客运枢纽的安全运营管理提出了诸如枢纽设计要结合实际运营需求、开展枢纽风险辨识研究、完善法律法规和枢纽管理体系等相关建议.

The urban comprehensive passenger transport hubhas actually become the important backbone node of the integrated multilevel transport resources,supporting a full range of passenger transport network in urban transport development. Besides,it plays a more and more important role in improving the operational efficiency,and the public transport service level. However,most urban passenger transport hubs were built according to the existing standard specification for meeting functions and overall scale,but safety is not normally considered in the planning and design phase. In order to continuously promote the safe operations of passenger transport hubs,safety and security functions should be considered during the planning and design phase. In addition,a risk analysis should be performed when evaluating the overall performance of a passenger transport hub,and emergency management plans should be developed and updated periodically.
