基于城市交通规划编制体系提高交通规划效率

Improvement of Transportation Planning Efficiency Based on the Study of Urban Transportation Planning System

梳理了城市交通规划编制体系与城市规划的关系,分析了不同类型城市交通规划编制体系差异的主要影响因素体现在城市空间结构的复杂性、交通系统构成、人口结构差异和区域经济社会发展的不同角色4个方面.对各类城市交通规划编制体系进行比较,同时比较不同规模类型城市的交通规划编制管理部门的职能分工.以上海为例,讨论和分析了城市不同发展阶段与城市交通密切相关的三大职能单位组织编制和协调各项交通规划的变迁历程,从规划编制体系的角度总结提高城市交通规划效率的经验.

This paper has reviewed the relationship between urban transportation planning and urban planning,concluding that the planning systems of different cities vary mainly due to four factors： urban spatial complexity,transportation system composition,demographic characteristics and regional economy development. Then,urban transportation planning systems of various cities are compared,including the functional division of their related departments. The changing course of three departments closely related to transportation planning in Shanghai is studied,in terms of different stages of urban development.Finally,from the aspect of planning system,this paper proposes the experience of improving urban transportation planning efficiency.
