韩国卫生技术评估的发展应用以及对我国的启示

Development and Application of Health Technology Assessment in South Korea and Enlightenment to China

韩国于上世纪90年代初引入卫生技术评估,是亚洲较早引入卫生技术评估的国家之一。通过对韩国卫生技术评估发展历史的回顾,对韩国卫生技术评估机构和人员的介绍,对韩国卫生技术评估过程和应用的总结,可以发现,卫生技术评估在韩国的快速发展主要得益于法律和制度的保障以及政府的支持。韩国不仅有一支专业的卫生技术评估人员队伍,而且还建立了政府主导的国家卫生技术评估机构和较为完善的卫生技术评估机制。中韩两国在地域和文化背景等方面具有相似性,在卫生领域的某些方面也都面临同样的问题,总结学习韩国的经验和做法,对我国卫生技术评估的进一步发展具有重要的借鉴意义。

Health technology assessment （HTA） was first introduced into South Korean in the early 1990s, and South Korean was one of the earliest countries who introduced HTA into their own nations in Asia. Through review of the development history of HTA in South Korea, introduction of HTA institutions and HTA researchers and summary of HTA procedure and its application in South Korea, we can obviously observed that the rapid development of HTA in South Korea is mainly benefit from the guarantee of laws and government support. South Korea not only has built a good team of HTA professionals, but also established a govern- ment - led national HTA agency and systematic as well as sound HTA mechanism. China and South Korea has some kind of simi- larity in several aspects such as geographical location and culture, and basically they also face the same problem in some aspects of health, consequently there are a lot of experiences and good practices of HTA that we can learn from South Korea and this will greatly contribute to the further development of HTA in China.
