Problems Arising in the Reform and Innovation of Chinese County Administration and Countermeasures

县政改革及其创新在我国行政管理体制改革中极为重要。针对当前我国县政改革创新存在的缺乏整体性、系统性、协同性和制度化转成等问题,我国县政改革要从"上下互动、左右制衡、整体设计、协同推进"的改革思路出发。既要从纵向上加强行政体制改革,理清市县权力关系和县乡职能划分,实现市县平级分治,均衡发展;又要从横向上推进县级政治的民主化进程;既要每一项改革纳入整体的县政改革当中,完善配套制度建设;更要"协同推进",加强中央与基层、政府和社会、实践与制度的协同推进。

The reform and innovation of the county administration occupies a critical position in the reform of China＇ s system of administrative control. Based on an analysis of the problems arising in this regard, this paper puts forward that the reform of China＇s county administration should begin with the thought of ＂ upper-lower interaction, and left-right balance, together with overall design and synergistic promotion ＂. It is necessary to strengthen the reform of administrative system vertically, and clarify the relationship of power between cities and counties and the division of the administrative functions of the county and village governments so as to realize the balanced development of cities and counties with equality in their governance power on the one hand, and on the other hand, to promote the democratization of administration at the county level horizontally. At the same time, every reform should be covered within the overall design of the county administrative reform in order to perfect the construction of supporting systems, and the synergistic promotion should be achieved so that the coordination between central authorities and basic level, the government and society, practice and system may be strengthened synergistically.
