在深化改革中推进龙江高教强省建设

Promoting the Construction of Strong Heilongjiang Province of Higher Education in the Process of Deepening the Reform

党的十八届三中全会《决定》明确指出,"创新高校人才培养机制,促进高校办出特色争创一流",为新时期高等教育改革发展指明了方向,对深化高等教育综合改革提出了最明确、最直接的要求。文章从黑龙江高等教育改革发展实际出发,就新时期推进龙江高等教育综合改革、建设高教强省,阐述了重要意义,明确了发展思路,特别是指出了"坚持立德树人,提高人才培养质量;调整优化结构,构建现代高等教育体系;加强协同创新,提升科研和服务能力;推进大学章程建设,完善现代大学制度;加强领军人才培养,建设高水平师资队伍;重点推进对俄交流与合作,提升高等教育国际化水平;启动智慧校园建设,推进高校信息化改革"等七个方面的重点任务,具有较强的现实指导意义。同时,文章对高等教育学会如何适应新常态提出了任务要求。

Decision in the Third Plenary Meeting of the 18th Session of CPC has clearly pointed out that innovating training mechanism of universities talents and promoting universities to be distinctive and to be the first -class, indicated the direction for the reform and development of higher education in the new period, and proposed the clearest and the most direct requests for deepening integrated reform of higher education. Based on the actual reform and development of Heilongjiang higher education and in connection with promo ing integrated reform of Heilongjiang higher education and constructing strong province of higher education in the new period, this paper has elaborated its important significance, defined development ideas, and especially stated necessary tasks in seven aspects： insisting on using moral strategies to train talents as fundamental task, improving training quality of talents; adjusting and optimizing the structure, constructing modem system of higher education; strengthening collaborative innovation, enhancing the ability to research and serve ; promoting regulation construction of universities, completing modem university system ; strengthening the training of leading talents, constructing high - level teachers ; improving communication and cooperation with Russia, enhancing international level of higher education; starting the construction of wisdom campus, improving informational reform of universities. All of those have strong practical significance. At the same time, this paper has also proposed task requests for higher education academy to adapt to the new normal.
