Innovation of Fishing License System in the Infringement Concerning Foreign Countries in the South China Sea

南海捕捞权保护具有特殊性,针对南海涉外侵权创新捕捞许可证制度非常必要。不仅能促进南海渔业资源的可持续发展,保护渔民利益,还能维护和宣示我国南海主权。创新捕捞权许可证制度可以从融入合作开发机制、合理配置捕捞渔场、允许捕捞权的市场化流转、允许其他省渔民取得南海捕捞许可、鼓励远洋捕捞、强化捕捞许可的行政执法这几个方面着手。

Protection of the South China Sea fishing rights has particularity for China ,so we must innovate the fishing license system based on the foreign tort of the South China Sea .It can not only promote the sustainable development of fishery resources in the South China Sea region and the fishermen＆#39;s rights, but also declare the sovereignty of China .To innovate the fishing license sys-tem, we can develop the cooperative development mechanism , allocate fisheries reasonably , establish a transferable fishing rights system .We can also allow the Chinese fishermen of other provinces to obtain the fishing license of South China Sea and encourage they carry out deep-sea fishing operation .
