公权力是以民众的权力让渡与公众认可为前提的,而实践中被让渡的公权力在行使过程中具有易被滥用的可能性,在法治中国的建设中,如何行使公权力,如何约束公权力,"把权力关进制度的笼子里",成为依法治国面临的一个重要课题。

Public power is empowered to some people under the premise of people＆#39;s award and recognition , but in the operation of power , public power is likely to be abused .In the construction of rule of law society in China , how to exercise the public power and to restrain the abuse of public power has been become an important problem to deal with .
