国有林区低碳经济发展的战略设计——以黑龙江省为例

Strategic design for the development of low-carbon economy in the state-owned forest region——taking Heilongjiang province as an example

在低碳经济发展中,森林的碳汇作用、低排放特征,都使得林业的发展具有天然的绿化、清洁优势。黑龙江省国有林区作为我国重点国有林区之一,森林物种丰富、植被类型多样,在国家低碳经济发展中有着特殊的生态区位优势。目前国内学者对黑龙江省国有林区低碳经济发展的研究成果相对较少,对于战略设计上的研究也不多见。文章利用SWOT分析方法充分论证国有林区发展低碳经济的优势、劣势、机遇与挑战,在此基础上对黑龙江省国有林区发展低碳经济进行战略设计,为国有林区低碳发展提供借鉴与参考。

The carbon sink function and low emission characteristics of forest make the development of forestry have natural advantages of greening and cleaning in the development of low carbon economy. As one of the key state - owned forest region in China, Heilongjiang state - owned forest region has rich forest species with a diversity of vegetation types, it has a special ecological location advantage in the national development of low carbon economy. At present, the research achievements by domestic scholars are relatively small on the development of low carbon economy development in the state - owned forest region of Heilongjiang province, the research on the strategic design is also rare. This paper fully demonstrates the strengths, weaknesses, opportunities and challenges to develop low carbon economy in the state- owned forest region using the method of SWOT analysis. On this basis, this paper performs a strategic design to develop low carbon economy in the state - owned forest region of Heilongjiang province, with a view to providing references for low carbon development of the state - owned forest region.
