摘要
本研究认为土地利用总体规划执行组织与执行人员是政策的执行主体,从执行心态、执行能力、利益分配、伦理失范等方面分析了土地利用总体规划执行力提升的影响因素,并提出内塑良好执行心态、外修过硬执行能力、建立职责分明沟通协作的团队机制、完善规划执行的监控制度、规范利益平衡关系五条对策建议。
This research thinks that the executive organizations and staff of the overall plan are the executive bodies of policy. The influence factors of promoting the execution of the overall plan for land utilization are analyzed from the executive mentality, executive ability, profit distribution, ethical anomie and other aspects. Five suggestions of building the good executive mentality inside, constructing the good executive ability outside, establishing the team mechanism of clear responsibilities and collaborative communication, perfecting the monitoring system of executive planning and regulating the balance relationship of interests are put forward.
