基于政策工具的中国节水政策框架分析研究

Analysis on China' s Water-saving Policy Framework Based on the Perspective of Policy Instruments

在政策工具视角下,采用内容分析法对选取的36份我国中央政府颁布的节水政策工具进行样本选择,并且按照构建节水政策制定的分析框架定义了分析单元和编码归类。从基本政策工具、节水政策产业价值链和节水政策作用领域三个维度进行计量和分析,深入剖析我国节水政策存在的问题,并对未来节水政策制定和应用提出了科学化、合理化政策指引,以期为我国节水政策发展提供借鉴。

In the sight of policy tools, content analysis method is used to do the sample selection from 36 policy tools used by the water - saving policies issued by the central government in China, in which the unit of analysis and code classifica- tion are defined according to the analysis framework of water - saving policy. By the measurement and analysis of basic poli- cy tools, the in - depth analyses on the water - saving＇ s industry value chain, the water - saving policy areas, the existing problems of the water - saving policies are carried out. Also, scientific and realistic water - saving policy guidelines are put forward for the future formulation and application of water - saving police in order to improve the development of water - saving polices.
