城市总体规划水资源论证工作进展与思考

Progress of water resources assessment in formulation of city master plan

各地在城市总体规划水资源论证政策制度、论证程序、试点探索等方面进行了有益探索,取得了显著成效。但依然存在工作基础薄弱、总体认识不足、程序不够规范、核心内容体现不深、与当前水资源管理难以衔接等突出问题。通过调研当前我国部分城市规划水资源论证工作进展情况,分析总结当前论证工作中存在的问题,并提出针对性措施建议,为进一步推进城市规划水资源论证工作提供参考。

Some achievements have been made in the respects of policy making, procedure and pilot project construction related to water resources assessment during formulation of city master plans in China. However, weaknesses are found such as lacking of attention and understanding, regulated procedures and integration with current practice of water governance. Problems are reviewed through investigation on progress of water resources assessment in some cities in China. Specific measures are proposed for strengthening water resources assessment during city planning so as to promote urban development.
