基于水资源承载力的盐环定扬黄区域可持续发展对策研究

Measures for sustainable development based on bearing capacity of water resources in Yanchi-Huanxian-Dingbian Counties Region of Yellow River

盐环定扬黄区域地处我国西北内陆干旱地区,水资源禀赋差、生态环境脆弱、水资源承载能力低是制约当地经济社会可持续发展的重要瓶颈。系统分析了盐环定扬黄区域水资源及其开发利用状况,总结其用水存在的问题,针对当地水权不明确、用水成本高、水资源利用率低、工农业用水矛盾突出等问题,研究提出了提高水资源承载力,促进当地经济社会可持续发展的具体对策。

The Yanchi-Huanxian-Dingbian Counties Region is located in the inland dry area of northwest China. Due to scarcity of water resources, fragile eco-environment and low beating capacity of water resources, local economy and social development has been restrained. Systematic review is conducted to water development status and problems with water use in the region. Specific measures are given regarding to the weakness such as unclear water right, high cost of water supply, low water use efficiency and competition between industrial and irrigation water utilization, in order to enhance beating capacity of water resources and promote sustainable development of local economy and society.
