摘要
本文以2014年中国人力资源领域的重大事件为基础,总结和概括了经济新常态下的人力资源新常态。本文认为,经济新常态、国家治理体系及能力现代化以及技术变革是推动中国人力资源进入新常态的驱动因素。人力资源数量与质量的矛盾、制度环境的变化、区域劳动力市场的构建、收入分配改革、人才竞争及人才激励、技术变革对人力资源的冲击是中国人力资源新常态的主要特点。
Based on the significant events in human resource realm in 2014, we summarize the new normal situation of human resources in China under the economic "new normal" . In this article, we argued new normal in economy, modernization of governing system and capability and technologic change are the driving forces for human resources into new normal. The human resources new normal is characterized by the contradiction on quantity and quality of workforce, change of institutional environment, construction of regional labor market, reform of income distribution, competence and incentive of talents, impact of technical change on HR.
