农村贫困家庭社会救助现状及对策研究——基于山东省Z市的实地调查

Status Quo and Strategies of Social Assistance to Rural Poor Families:Taking Z City of Shandong Province as An Example

对山东省Z市农村社会救助体系的运行情况进行了实地访谈,发现农村社会救助体系在运行过程中仍然存在救助理念落后、资金投入不足、救助标准过低、救助机制不够规范以及社会救助法制化建设相对落后等问题,并相应提出了拓展救助资金筹集渠道、提高救助意识、完善相关法律制度、提高救助水平等建议。

The running status of rural social assistance system in Z city of Shandong province was investigated through the field interviews .Some existent problems in this system were found , such as backward assistance idea , insufficient capital investment , too low assistance standard , non-standardized assistance mechanism , and relatively lagged legal system of social assistance .Based on these, several corresponding suggestions were raised as follows： expanding the channels of raising assistance funds , enhancing the assistance awareness , improving the related legal system , increasing assistance level , etc.
