文明交通素质教育探析

Reflections on Quality Education of Civilized Traffic

在涉及行车安全的诸多因素中,驾驶员的文明交通素质是影响现代交通的主导因素。不文明交通行为具有广泛性、持续性、波动性,决定了文明交通素质教育的重要性、长期性、反复性,需要从加强对道路交通法律法规的普及教育,树立法制观念;严格执法,公正执法;各级机关、企事业单位,管理要严格,素质教育要到位;积极探索私家车辆管理与素质教育的新模式等多管齐下,才能提高文明交通素质教育的实效性。

In many factors involved in road safety,civilized traffic quality of a driver is the dominant factor in the impact of modern transport. Traffic uncivilized behavior is characterized by extensiveness, persistence and volatility. It determines the importance, repeatability and long--term of the civilized traffic quality education. We should strengthen education in road traffic laws and regulations,establish a legal concept and enforce the law strictly and justly. Authorities at all levels, enterprises and institutions should have strict management of vehicles. Quality education should be in place. We should actively explore a new model of private vehicle management and quality education and other approaches in order to achieve the effectiveness of civilized traffic quality education.
