摘要
精细化考评是指通过规则的系统化和细节化,运用程序化、标准化、数据化和信息化的手段,使组织管理各单元高效、协同和持续运行并努力实现组织目标最优化的考核理念、考评方法和管理文化。其精髓是崇尚"细节决定成败"信念,强调科学考评、精细操作。当前,公安机关工作任务繁重、基层民警的工作压力普遍较大,在警力数量无法快速增加的情况下,通过推行精细化考评,有效提升队伍工作效能,是实现警力无增长改善的必经之路。
The elaborate evaluation refers to the fact that by means of standard systemization and application of such means as programs, standards and data organizations can manage units in more precise, efficient and cooperative ways so as to attain organizational goals and optimize evaluation concepts, approaches and administrative culture. Its essence is to stick to the notion that details determine success or failure and to emphasize the scientific assessment and careful application. Nowadays, police agencies are loaded with heavy tasks and first-line policemen have high pressure. If we can not increase police number greatly, the elaborate performance evaluation is an effective method to improve performance and efficiency.
