摘要
教学是高校的中心工作与基础任务,人才培养的质量与水平则是高校的生命线。为实现党的十八大报告提出的"推动高等教育内涵式发展"、"着力提高教育质量"的要求,高校要遵守"以人为本"、"全面质量管理"的教育管理理念,从目标、投入、过程、效果、机制五方面构建"要素—环节—节点"三层次教学质量保障体系,并建立配套的决策、指挥、条件支持与保证、质量控制与反馈、调整与改进系统五个子系统,切实提高高校的教育教学质量。
Teaching is the fundamental and central task of universities, while the quality and level of personnel training are the lifeblood of universities. To meet the requirements of "promoting higher education connotative development" and "focusing on improving the quality of education", as stipulated in the report of The 18th Party Congress of CPC, the university should comply enact the policies of "humanism" and " total quality management". It should take approaches from the target, investment, process, effect and mechanism in order to build a "factor-link-node" teaching quality guarantee system. At the same time, it should establish the supporting subsystems of decision-making, directing, conditional support and assurance, quality control and feedback, adjusting and improving, the complete implementation which will improve education and teaching quality.
