中国地方本科院校转型的国际经验比较与启示 被引量:15

摘要 中国最近启动了将新建地方本科院校转型为应用科学大学的改革,并积极在此过程中借鉴国际经验。通过对比分析了世界上几种主要的技能培训体系的模式,认为芬兰模式可能对中国最有启示意义。通过文献综述和专家研讨,归纳了中国地方高等院校面临的挑战,并以这些挑战为出发点,介绍了芬兰应用科学大学在法律地位、治理结构、经费、校企合作、系统开放性、课程、教师发展等方面的最佳实践经验。在此基础上,对中国地方新建高校向着应用科学大学方向的转型提出了相应的建议。 China has recently initiated a reform aimed at transforming more than 600 " newly established" regional HEIs into universities of applied sciences (UASs) following international experiences. This paper conducts a comparative analysis of major universities of applied sciences models around the world and identifies the Finnish model as the most relevant reference framework for China. After pinning down the critical challenges facing Chinese regional HEIs, this article uses them as benchmarks to locate the best practices from Finnish UASs" experiences concerning issues such as legal status, governance and funding, industry cooperation, system openness, curriculum and teacher development. The study concludes with some recommendations for the upcoming UAS transformation in China.
