随着农村人口老龄化日益凸显,农民对养老保险的需求越来越强烈,应对这一状况国家实施新型农村社会养老保险(简称新农保)制度。新农保制度从2009年试点以来,取得了不少成就,但随着全面试点的展开,新农保基金短缺现象日趋明显。如何拓宽新农保基金来源,是目前亟待解决的问题。文章从基金筹集环节、基金运营环节和基金支付环节分别探讨了如何拓宽新农保基金来源渠道。基金来源渠道的拓宽对新农保制度的贯彻和实施具有重要的理论意义和实践价值。

With the aging of the rural population has become increasingly prominent, increasingly strong de- mand for pension insurance of farmers cope with the situation in the country to implement the new rural social pension insurance （ referred to as the new agricultural insurance） system. The new system of agricultural in- surance pilot from 2009 since achieved a lot, but with the full pilot launch, the new agricultural insurance fund shortages become more evident. How to broaden the sources of new agricultural insurance fund is cur- rently the most important issue to be solved. Articles from the fund raising aspects, operational aspects of the fund and the fund paid links were discussed how to broaden the sources of new agricultural insurance fund. Broaden sources of funds has important theoretical and practical value to carry out and implement the new ag- ricultural insurance system.
