摘要
文中通过分析渝新欧铁路在平均时速40km/h的运行中,提出其通关、换轨、换司机和车头共耗时近108h这一现状和目前在俄罗斯海关处通关效率低及在多斯特克换轨时间长等问题,从通关、换轨方面,重点提出在俄罗斯海关处提高检查和货运代理报关效率这一构想,在哈萨克斯坦加长换轨车间或引进龙门吊车这一建议。同时也提出加强申报"渝新欧"国际大通道上升为国家战略,加快建立国家层面的"渝新欧"协调机制,在重庆建立五国办事处、增设分拨点的采购中心等建议来加快提高渝新欧通关效率。
This paper analyzes the problems that low clearance efficiency of the Russian Customs,long time of changing track in Dostyk and other issues of Yuxin'ou railway,which spends nearly 108h at an speed of 40km/h in customs clearance,track change,driver and train front.From customs clearance and changing track,proposing an idea that improving the efficiency of inspection workshops and freight customs agents at Russian,and a recommendation that lengthening rail workshops or introducing gantry crane in Kazakhstan.Meanwhile,the proposals that strengthening the declaration of“Yuxin'ou”international channel national strategy,accelerating the establishment of a“Yuxin'ou”coordination mechanism at the national level,establishing the five offices in Chongqing,increasing the number of procurement centers of the distribution points are put forwarded to promote the clearance efficiency.
