摘要
1976年伦敦诺丁山嘉年华期间,有色人种与警察发生冲突,近百名警察受伤,并引发严重的骚乱。此次骚乱是英国当时大量种族骚乱事件中的一个代表性事件,说明当时英国境内种族关系存在着严重问题:白人承袭的优越感使得他们对有色人种抱有天然的歧视,尤其当经济遭遇危机时,这种歧视表现得更加突出;而有色人种移民自1948年进入英国本土已近30年,他们对存在于各个领域的种族歧视所造成的不平等深恶痛绝。冲突之后,英国政府试图通过法律途径解决其境内严重的种族歧视问题。《1976年种族关系法案》的出台,从法律上规范了种族关系,在一定程度上保障了有色人种的发展权。然而,从法律到现实所要经历的路程仍然很漫长,时至今日,英国境内的种族歧视问题依然普遍存在。
In 1976 there was a clash between the colored people and British police during Notting Hill carnival in London, which made nearly one hundred police hurt in this event and took a serious turbulence. This event was one of a number of race turbulences, which showed there were serious troubles on British race relations. The superiority complex of white people made them have the natural discrimination against the colored people especially during economic crisis. The coloured race came into Britain for nearly 30 years, they had bitter hatred for the unequal treatments in various fields. After the clash, British government tried to deal with the serious racial discrimination in its country by law. Race Relations Act 1976 ruled the racial relationship by law, which ensured the development right of the colored people to some extent. But the racial discrimination has been ubiquity in Britain since 1976, so there would be long way from law to praxis.
