社区教育发展的政策思考与策略选择

Study on the Policies of Community Education

相较而言,当前我国社区教育政策仍是粗放式,一些社区教育政策散落于各类教育政策文本中,未能形成独立的政策体系,存在着政策缺位、失调、滞后等现实问题。政策保障是社区教育发展的重要路径之一,文章旨在探讨未来社区教育发展的政策设计与架构,基于公共治理、学习供求矛盾以及利益博弈等三大驱动要素寻找社区教育政策制定依据,本着遵循追求教育的公平正义、保障公民学习权以及服务社会民生发展的价值原则,从明确责任主体、培育共同体、构建公共服务体系和确立政策运行系统等多路径设计未来社区教育发展的政策保障。

Compared with other types of education, community education policies still remain extensive, and relevant polices on community education are scattered in various educational policies, without an independent policy system. Considering that policy support is crucial to the development of community education, the paper dug deep into the conception and framework of future community policies. Viewing from the perspective of the three driving elements, namely public governance, contradiction between the education demand and supply and interest game, the paper intended to find out the basis for the establishment of community education policies. Guided by the philosophies of seeking for fair and just education, safeguarding the educational rights of citizens and serving the development of the society and people＇ s livelihood, the paper conceived the future policy support to community education by defining the subject of responsibility, cultivating the development community, constructing the public service system and building up the policy operation system.
