摘要
教育政策论证对于教育政策的实际运行具有重要的作用,但其相关理论研究十分缺乏,现有的研究集中于论证模式及论证步骤的讨论,还涉及教育政策事实分析中的论证理论和教育政策价值分析中的论证理论。政策论证的过程是多方面利益博弈的过程,其发挥作用的途径是通过某一政策的相关利益团体积极参与,各团体利用一切资源在利益博弈中达到政策最佳平衡点,减少政策实施的阻力,以最小成本获取最佳效果。教育政策论证的价值体现在:政策制定阶段保证其合法性,执行阶段保证工具选择的科学性,教育政策评估阶段促进实证性评估与规范性评估的统一。
Education policy argumentation plays an important role in the operation of policies, but there is still not e- nough theoretical research on it. Researches available now have focused on the discussion of argumentation model and pro- cedures, but haven' t been concerned with the argumentation theories in the analysis of education policy facts and education policy value. The essence of policy argumentation is a game of various interests, and it plays its role through the following channels: relevant interest groups of some policy take an active participation, different groups make use of all resources to reach the point of best balance in the game of interests, and to reduce the resistance of policy implementation to obtain the best effect with the smallest cost. The value of education policy argumentation is embodied in the insurance of its legitimacy in the period of policy formulation, the scitificalness of tool selection in the period of implementation and the unification of empirical evaluation and standard evaluation in the period of education policy evaluation.
