摘要
制度具有有效协调和信任、保护个人及组织的基本权利、防止和化解激烈冲突及减少不确定性等功能。制度经济学是制度变迁的理论基础,制度变迁分为停滞阶段、改革阶段和均衡阶段。中小学教师培训制度的角色认知是对中小学教师培训制度产生、功能及效果等方面的考察,实践中的中小学教师培训制度不能够起到其应有的作用。
A system has the functions of effectively coordinating, trusting and protecting the basic rights of individuals and organizations, and avoiding and resolving the fierce conflicts, and reducing uncertainty. The institutional economics is the theoretical basis of institutional evolution which is divided into three stages of standstill, reform and balance. What the system of training primary and middle school teachers seeks in its role cognition is to examine its birth, functions and re- suits, but the system hasn't played its appropriate role in practice.
