摘要
高校教师在学校发展中的作用和自身发展规律决定了高校成为教师发展的责任主体,承担有限责任。然而,受高等教育法律规范、高等教育管理体制以及高校教师发展自身特点的影响,高校往往在教师发展中处于无为状态,表现为重引进轻培养、重管理轻服务和重被动执行轻主动发展等。为此,在强制性和诱导性变迁机制共同作用下,可以从价值定位、机构建设和制度建设等方面发挥高校在教师发展中的作用。
The role and the own law of teacher development decided the main body status with limited responsibility. However, with the influence of the higher education law, the higher education management system, the characteristics of university teacher development itself, universities always dereliction of duty on teacher development, such as first introducing light training, light weight management services and heavy passive perform light active development, etc. With the help of the combination of mandatory and induced change mechanism , the author suggests the aspects of reform from the construction of legal system, organization and system in order to play the main role of universities in teacher development.
