台湾地区第二次农地改革之启示

The Enlightenment of the Second Farmland System Reform in Taiwan Province

研究目的:探寻中国大陆在稳定土地承包经营权的基础上推动农村土地制度深化改革的思路。研究方法:综合分析法。研究结论:台湾地区在20世纪80年代出现的农地荒废现象严重、农地经营规模缩小、农业就业人口急剧减少与老龄化等情形和中国大陆现状十分相似。为此,台湾启动第二次农地制度改革,转变农地经营方式,实施农地重划改善耕作条件,其改革经验值得借鉴。

The purpose of the paper is to discover the reform routine of rural land institution based on the stabilizing the farmer＇ s contractual right on farmland. The method is comprehensive analysis. The finding of the paper is that farmland abandon phenomenon was serious and farmland area serious reduced in the 1980s in Taiwan Province. At the same time, agricultural employment decreased dramatically with the case such as aging. These conditions were very similar to the status quo of Chinese mainland. To improve the above situation, Taiwan Province started the rural land system reform for the second time. The reform of this time concluded transforming the farmland management way and carrying on farmland redrawn to improve farming conditions. Its experience is worth using for reference for the mainland.
