摘要 研究目的:从土地整理的工程措施、综合效益、生产能力和管理机制等方面因素出发,构建土地整理可持续性评价的指标体系和评价模型,评价吉林省大安市土地整理可持续性并对评价结果进行分析,为土地整理决策和管理提供参考。研究方法:层次分析法,模糊综合评价法,案例分析法。研究结果:大安市土地整理可持续性评价结果为良,土地整理工程措施及管理机制均具有较好的可持续性,并有效的促进了区域经济、社会和土地生产能力的可持续发展。土地整理生态可持续性评价结果为中,表明土地整理工程的实施对区域生态环境产生了一定的负面影响。研究结论:大安市土地整理在工程措施、经济社会效益、生产能力和管理机制等方面具有良好的可持续性,在后续土地整理中应注重农田防护和生态环境保持建设,提高土地整理的生态可持续性。AHP-FCE模型充分考虑了土地整理可持续性评价的系统性和模糊性,能得到较准确的评价结果。 The purpose of this paper is to evaluate the sustainability of land consolidation project in Da’anCity through developing an indices system from the aspects of engineering measures, comprehensive benefits of land consolidation, production capacity and management mechanism. It can provide reference for decision-makingof land consolidation projects. Methods employed include analytic hierarchy process, fuzzy comprehensive evaluation method and case study. The results show that the sustainability evaluation of land consolidationin Da’an city is‘good’. Land consolidation engineering measures and management mechanism are sustainable, which is helpful forpromoting the sustainability of regional economy, society and productivity of land use. However, the ecological sustainability evaluation result is‘medium’.It indicates that the implementation of land consolidation project caused some negative impacts on regional ecological environment. The conclusion was that land consolidation project in Da’an city was sustainable regarding the engineering measures, economic and social benefits , production capacity and management mechanism. In the future land consolidation should focus on improving ecological sustainability. Additionally, the AHP-FCE model takes into account the systematicalness and fuzziness of land consolidation, therefore it could get accurate evaluation results.
