基于一致性和绩效性分析的南宁市土地规划实施中期评估技术方法研究

Study on Mid-term Evaluation Method for the Consistency and Performance of General Land Use Planning: A Case Study of Nanning City

研究目的:通过对南宁市土地规划实施的中期评估研究,探索土地利用总体规划实施中期评估技术方法。研究方法:一致性和绩效性分析、定性分析与定量分析、问卷调查法、综合评价法。研究结果:(1)一致性评估指标较全面地反映了规划目标任务执行进度,以及土地利用变化是否与规划安排保持一致性和现势性;(2)绩效性评估指标测度规划实施对提高土地利用效率、效益,促进经济社会生态协调发展等方面产生积极影响,具有较高的参考价值。研究结论:以一致性和绩效性评估模式为基础构建的南宁市综合评估指标体系,为编制适时评估技术规程、构建适时评估制度提供了一定参考。

The purpose of the paper is to explore the mid-term evaluation method that universally applicable for evaluating the consistency and performance of general land use planning. Methods of consistency and performance analysis, qualitative and quantitative analysis, questionnaire survey, comprehensive evaluation are employed. The results indicate that： 1 ） consistency index reflects the progress of the implementation of planning, and whether the land use conforms timeliness to the plan; 2）performance index can he to measure the impacts of the planning implementation. It contains land use efficiency and benefit, coordinated development of economic, social and ecological aspects. It is concluded that the evaluation index system based on the consistency and performance model shows more applicability in the timely evaluation of general planning. It also provides a certain reference for building the technical regulation and evaluation system.
