摘要
研究目的:高标准基本农田建设项目的实施必然会对区域内的社会环境产生影响,本文从农民、农村、农业三方面构建高标准基本农田建设项目社会效应评价的指标体系,利用熵权法确定各指标的权重,依据可拓模型分别计算单一指标和综合指标与经典域5个等级的关联度,分析高标准农田建设项目影响社会效应相关因子的贡献度,估算宝鸡市高标准基本农田建设项目实施前后社会效应。研究方法:熵权法和可拓模型。研究结果:农业影响因子在社会效应中的贡献度最大,农民影响因子最小;宝鸡市高标准基本农田建设项目实施前后社会效应分别为不明显、非常明显。研究结论:基于熵权法的可拓模型可用于高标准基本农田建设项目社会效应评价,宝鸡市高标准基本农田建设应推广。
The purpose is to study the impacts of the construction of high-standard primary farmland on the social environment. Based on the perspectives of farmers' welfare, rural development and agricultural production, this paper constructs the evaluation index system that combined theoretical analysis and expert consultation. Entropy-weighted method is used to determine the weight of each index, and extension model is used to calculate the correlative degree between indicators and evaluation of five levels. The paper finds that the effect of the agricultural production is the biggest, and the farmers' is the least. The social effects of high-standard primary farmland construction in Baoji are obvious. Before the construction the effects was not obvious, but after the construction it became very obvious. Empirical evidence shows that extension model based on entropy-weighted method can be used to evaluate the social effects of the high-standard primary farmland construction project.
