反恐警务是反恐工作的重要组成部分,它以法律为框架,以防范和打击恐怖主义犯罪为目标,在理论研究与措施研发等方面具有独到之处。面对国际和国内恐怖威胁形势的加剧,各国警方积极采取措施加以应对,其中调动民众参与反恐警务工作和尊重公民权利被认为是今后一段时间内反恐警务工作发展的方向。"大数据"在警务工作中的应用是近期国际警学界研究的热点,它不仅能够提升反恐警务工作效率,还或将引发犯罪预防手段的整体革新。中国反恐警务工作在与境内外恐怖势力斗争的过程中,日趋成熟与完善,融合"礼法合治、德主刑辅"理念的社区警务反恐被认为是有中国特色的反恐警务模式。国际警学交流对我国反恐警务工作、警务发展和警学发展方向等产生积极的促进和有益的启发。

As a key component of counter-terrorism, policing counter-terrorism is designated for preventing and countering crimes of terrorism by legal regulation. It can be differentiate from others by its theoretical framework and unique counter-measures. Police are prepared for the increased terrorist threats from both inside and outside of a country. Notably, mobilizing communities to engage policing terrorism and carrying out counter-measures, which are less likely to violate civil rights, are representing the trend of policing terrorism. It is suggested that the implementation of Big-data technique would improve the efficiency of policing terrorism and, possibly generate a revolutionary development in crime prevention industry. While Chinese police becoming experienced in countering terrorist activities, the idea of ＂to enlighten by etiquette and to rule by law＂ and ＂morality-primary, punishment-secondary＂ from traditional Chinese philosophy could be identified as a philosophical foundation of the Chinese policing terrorism. International communication and dialogue on policing studies will facilitate further development on policing studies and practice in China, particularly on policing terrorism aspect.
