试论陈云的执政党监督思想及其当代启示

Chen Yun's Thoughts on Supervision of the Ruling Party and its Current Implication

作为中国共产党第一代和第二代中央领导集体的重要成员,陈云在长期的政治实践中对加强执政党监督提出了一系列重要的主张和建议。陈云阐明了对执政党进行民主监督的重要性,强调了必须建立健全党内监察机构,并重视发挥党外监督与党内监督的合力作用。他不但为加强党的民主监督制度建设奠定了思想基础,而且初步设计了党内监察机构恢复重建和正常运转的操作程序。在当前全面深化改革的背景下,陈云的执政党监督思想对于如何推进执政党监督机制的完善具有重要的指导和启迪意义。

Being a key member of the CPC＇s first and second generations＇ central leadership, Chen Yun has put forward a series of important proposals and suggestions on the supervision of the Party. He expounded the importance of intra-Party supervision and the establishment of relevant department. Paying an intensive attention to the supervision both from inside and outside of the Party, Chen laid foundations for the establishment of supervision system in theory. He also initiated the roadmap to restore the intra-Party supervision mechanism. As China deepens reforms, Chen＇s thoughts will play a positive role in pushing forward the development of supervision of the Party.
