天津市工业项目建设用地控制标准研究——以汽车制造业为例

Research on Industrial Construction Land Control Norm in Tianjin——A Case Study of Automobile Industry

用地标准制度是节约集约用地制度体系中的重要组成部分,其中工业项目建设用地控制标准制度在合理供应建设用地、提高工业用地集约利用水平、优化土地利用结构与布局等方面发挥了重要作用,且因不同的区域经济社会发展水平、土地资源利用状况等存在时效性与差异性特征。本研究以国家现行土地使用标准和各省(区、市)地方标准为参照,结合天津市经济社会发展、建设用地使用等实际情况,提出了标准修订的新思路,并以汽车制造业为例作实证分析,旨在建立一套完整的、符合天津市实际情况的工业用地标准修订方法,并为其他地方的标准修订工作提供参考和借鉴。

Land standard system is an important part in the system of Economical and Intensive Land Use.Industrial Construction Land Control Norm has played an important role in reasonable supply of construction land,raising the level of intensive utilization of industrial land,optimizing land use structure and layout,etc.It has timeliness and differences due to different levels of regional economic and social development,utilization of land resources.This paper proposed a new idea for the standard revision,which used national and the provinces standards as reference,combined with the Tianjin economic and social development,actual situation of construction land use.Then,it did the empirical analysis inautomobile industryaimed to build a revision method of Industrial Construction Land Control Norm integrated and according with the actual situation of Tianjin,and provideda reference forother places.
