问题意识在公文写作中的作用是多方面的。它有利于写作者深入基层调查研究；有利于写作者端正文风，倡导“短实精”文章写作；有利于激活写作者的写作思维，使文章思路畅通。问题意识的构成可以从责任、实践、创新三方面入手。以案例分析的视角看，问题意识在公文写作实践中有很好的促进作用。

Abstract：Problem consciousness plays a role in official document writing in many aspects. It helps writers to investigate and study at the grass-roots level;to rectify the writing style, ad- vocating the short-real-fine writing;to activate writing thinking,making the acticle mentally smooth. Problem consciousness can start from the three aspects of innovation：responsibility, practice and innovation. From the angle of case study, the concrete application of problem consciousness in practical writing of official documents has great significance.
