摘要
基于矩阵式DEA网络模型,从经济效益、社会效益以及生态效益三个维度出发,以造纸及纸制品行业为例,进行产业循环经济效率评价研究。利用该模型对2008-2012我国造纸及纸制品业循环经济效率进行测度,并进行区域差异动态演化研究与影响因素分析,实证结果显示:(1)我国造纸业及纸制品行业循环经济效率值仍处于低下水平,平均值为0.718。东部地区产业循环经济效率最高,其次是中部、西部。生态效益子模块与经济效益子模块是导致我国造纸业及纸制品行业循环经济效率低下的主要原因。(2)东部与中部地区动态演化轨迹较为相近,均过于重视经济效益子模块发展而忽略了社会效益与生态效益子模块。西部地区起步较晚,从生态效益、社会效益导向模式快速转变为经济效益导向模式,导致了其社会效益与生态效益快速下降。(3)经济发展水平与产业规模对产业循环经济效率影响最为明显,其次是城市化水平、科研投入以及环境污染治理投入。
Study of evaluation of industrial circular economy efficiency drew from economic, social, and ecological benefits, in terms of paper - making & paper products industry by matrix DEA network model. Empirical results are shown as following after using such model for measuring the industrial circular economy efficiency and analyzing its influences factors of domestic paper - making and paper products industry in the period of 2008 - 2012 : ( 1 ) The value of circular economy efficiency of domestic paper - making & paper products industry is below average, at an average of 0. 718, such value presents the highest in the eastern region, and followed by central and western regions, due to issues on sub modules of Ecological benefits and economic benefits. (2) The eastern and central regions are carrying a similar path of which too much attentions paid to develop economic benefit module while ignoring developments on social benefit and ecological benefit sub modules. Especially in the western region, started in a late position of the industry, social benefit and ecological benefit were rapidly declined due to the celerity change from ecological, social benefits oriented mode to economic benefit oriented mode. (3) The level of economic development and the scale of the industry are the most serious influences to industrial circular economy efficiency, followed by the level of urbanization, investment in scientific development, and environment pollution control.
