摘要
民主制度偶然失灵现象是现代政治发展中毋庸讳言的现实问题。20世纪20年代胡适、蔡元培和李大钊等先生极力倡导"好政府主义",特别强调在构建宪法至上、公开透明的民主制度体系的同时,着力构建由人格可靠、才具有为的政治精英组成的受民主监督并为民谋利的"好政府"。"好政府主义"对当前中国政治发展的有益政治启示就在于注重构建制度文明的同时,不要完全迷信"制度",应当充分重视协同构建由德才兼备的政治精英作为政治主体而组成的"善治政府",二者须有机结合。
The accidental phenomenon of Democratic Failure is no denying a realistic problem in process of modern political development. During the early twenties in 20th century, Hu Shi, Cai Yuanpei and Li Dazhao, on behalf of others, strongly advocated ＂Good Governmentalism＂ , which gave particular emphasis on the construction of constitutional and transparent democratic system and in the meantime, building a really “Good Government” composed by reliable and talented political elites. “Good Governmentalism” may be beneficial to current China＇ s political development. It can give us some political enlightenment： on the one hand, we should strive to construct institutional civilization, but we shouldn＇t totally rely on “system”; on the other hand,we should pay as much attention to the establishment of a good government which is expert at good governance. These two aspects should be organically combined.
