摘要
为分析中央推动的领导干部接访制度在地方运行状况,文章以干部信访日志为材料,利用统计分析与现象归纳方法,对领导干部接访制度运行中接访方式、接访事项、接访事项处置方式等展开分析。研究结果表明,领导干部接访制度以接访、约访、研访等方式呈现,且接访事项十分多元,在处置方式上,领导干部通过事项交办、建议提供、资源动用、报请上级等方式处置。从取向看,虽然领导干部接访制度有利于排查消除矛盾、拉近干群距离、推动民众参与和增加公共服务,但接访制度依赖领导权威发挥作用,且存在救火式维稳问题,此外,领导干部接访制度作为一种治标性举措,也会陷入两难困境。
In order to analyze the local operation situation of the receiving visiting system of leading cadres driv- en by the central government, this paper uses the petition log as the material, and with statistics analysis meth- od and inductive method, analyses the ways of receiving visiting, its matters, and diposal methods. The results show that the leading cadres' receiving visiting system is expressed by the reception, visit, and visit about re- search, and the reception matters are diverse. In the mode of disposal, the leading cadres are disposed through the matters assigned, providing advice, resource use, and report to the superior. From the orientation of leading cadres, although the reception system is conducive to the elimination of contradictions, narrowing the gap be- tween the cardres and the masses, promoting public participation and increasing public service, the operational system relies on leadership authority to play a role, and there is fire type dimension stability problems, in addi- tion, the leading cadres' reception system, as a stopgap measure, will fall into a dilemma.
