构建维护党章权威机制的思考和建议

A Suggestion of Building Mechanism of Maintaining Authority of Party Constitution

加强党内法规制度建设,把党内法规作为管党治党和依法执政的重要依据、建设社会主义法治国家的有力保障,这是党的十八届四中全会对党内法规制度建设的新定位。全会对此部署了三项任务和推进举措。在这三项任务和举措中,首要任务就是要求全党必须一体严格遵行党章。要严格遵行党章,应尽快建立党章解释机制;完善党内法规的"合章性"审查机制;建立维护党章权威的学习宣传和培训机制。

Strengthening the construction of inner-party laws and regulations and taking it as the impor- tant means to govern the Party and exercise state power according to law and forceful guarantee the building of a socialist country under the rule of law is repositioned in the 4th plenary session of the 18th National Con- gress. Three tasks and initiatives have been made in this plenary. The first of all is to ask the whole Party to strictly obey the Party constitution. To make it, Party constitution interpreting mechanism should be estab- lished quickly ; inspection mechanism should be improved in the inner-party laws and regulations; publicizing and training mechanism should be set up to maintain the authority of Party constitution.
