1940年的盛世才与他治理下的新疆——读《盛世才上莫斯科斯大林报告书(1940)》

Sheng Shicai and Xingjiang Under His Governing in 1940——Remarks on Sheng Shicai's Report to Stalin in Moscow(1940)

民国时期曾经统治新疆长达十二年的军阀盛世才,在1940年曾在新疆制造了一个"国际阴谋暴动案",涉及新疆各族官员数百人和苏联驻新疆多名外交官。在该案审讯过程中,盛世才多次给苏联领导人斯大林发电报和外交邮件,汇报讨论案情。其中部分原始档案文件由当年在新疆军队服役的张大军先生于1949年带到台湾,1997牟在台中市出版,书名为《盛世才上莫斯科斯大林报告书(1940)》。本文结合当时国际国内形势介绍了这一"暴动案"档案文件的主要内容,分析了盛世才本人的政治理念及他与斯大林的交往,这些讨论有助于今天的读者认识1940年代的盛世才和他治理下的新疆。

Sheng Shicai was a warlord who ruled Xinjiang during 1933-1944. He exposed an ＂international rebellion case＂ in 1940 which hundreds of government officers and scholars from various ethnic groups in Xinjiang were involved in this case, even some USSR diplomats in Xinjiang were also involved. During the trial process, Sheng sent several telegrams and mails to Stalin to report the case trial. Some letters were published in Taiwan in 1997. This paper introduces the main content of these documents based on the domestic and international situation in 1940, analyzes the personality of Sheng and his relationship with Stalin. These discussions might be helpful in understanding of Sheng and Xinjiang under his domination.
