论期刊体制改革背景下非核心社科学报的生存与发展

Reflections on the Survival and Development of the Non-core Social Science Journals under the Background of the Institutional Reforms of the Journals

关于高校学报存在的问题与改革探索由来已久。然而一些改革探索多数情况下都是在重点高校学报领域进行的,作为数量众多、受改革影响最大的非核心社科学报群体则改革意识不强,面临生存与发展的困境。一方面,呼吁国家有关部门对高校学报进行分类管理,制定更为合理的政策,引导它进行适度改革,使其发挥更大作用;另一方面,非核心社科学报只有正视自身存在的问题,从办刊理念、开拓优质稿源、完善审稿制度、实现数字化转型升级等方面着手,不断发展壮大自己,才能在激烈的竞争中拥有一席之地。

There is long-standing exploration on the problems and reforms of journals of higher education, while the exploration has mostly been focused on the journals of leading universities. The non-core social science journals, with its large number and great influence by the reforms, are faced with the plight of the survival and development due to their weak consciousness of reforms. This paper, firstly would appeal to the national department concerned to carry out classified regulation for journals of higher education, and develop a more rational policy to guide the non-core social science journals to reform appropriately and to play a greater role. In addition, the non-core social science journals themselves should face their own problems and improve and develop themselves in the following four aspects： notion of running the journals, development for high quality manuscripts, perfection of the system of peer review, and realization of digital transformation and upgrading, so that they could have a space in the fierce competition.
