Resource configuration and institutional layering: From the old rural pension policy to the new one

在现实中,我国同一社会政策领域经常出现"新""老"两个制度版本并存并行即所谓的"制度叠加"现象,但是截止到目前,却鲜有针对产生这一现象的原因进行深入的研究。从资源结构和历史制度主义的视角切入,通过对我国农村社会养老保险政策从"老农保"到"新农保"政策转化过程的考察和分析表明,正是由于资源结构的转化,导致了新、老两种农村社会养老保险制度并存并行的制度叠加结果。

In reality, the phenomenon that the ＂old＂ and the ＂new＂ social policies coexist is popular but there are few in - depth re- searches on its causes. From the perspective of historical institutionalism and resource configuration, this paper analyzes the two stages of the rural pension policies of China, and concludes that the transformation of the resource configuration results in the institutional layering in rural pension policies, that is, the coexistence of the old and the new pension policies.
