中国农村基层少数民族妇女政治参与困境的思考

On the dilemmas of political participation of the ethnic minority women in rural China

妇女参政不仅是妇女获得解放的重要保障,而且有利于妇女自身的发展和妇女群体权益的维护,有利于促进社会民主政治的进步以及社会的全面发展。我国少数民族妇女的政治权利自建国以来得到了前所未有的提高和保障,然而农村基层少数民族妇女政治参与仍存在困境:参政比例低,缺乏参政意识;参政能力不高,缺乏有效参政实践;地区差异大,缺乏有效支持系统。通过立法、社区合作、社会倡导等综合措施逐步克服这些困境,将有利于少数民族妇女成为少数民族地区政治、经济、社会发展的重要骨干力量;有利于整个民族地区的健康、有序、快速发展。

Women＇s political participation is not only a guarantee for their liberation, but also beneficial to their development and the protection of their rights, which in turn can help promote the construction of democratic politics and the well - being of the whole society. The ethnic minority women in China have enjoyed an unprecedented guarantee for their political rights since 1949, but the political participation of the ethnic minority women in rural China still faces such dilemma as relatively poor capacity of political participation, a lack of the awareness for political participation, a clear gap in different areas and the lack of effective institutional support. The solu- tions rely on some workable legislation, community cooperation, social support and other means. Only in this way can the ethnic minor- ity women in China become a mainstay for the stability and political, economic and social development of the ethnic minority areas in China.
