当前我国宏观经济增速呈现连续回落调整态势,主要宏观经济指标持续走低,但是并不能简单地判断为周期性调整。由于人口结构、产业结构、分配结构和需求结构等长期趋势正在发生逆转,标志着原有经济增长模式的终结,经济已经进入发展阶段转换时期。为此,必须要把推动发展的立足点转到提高增长效益上来,通过在规模效率、技术效率、配置效率和管理效率四个维度持续推动改革,激活市场活力,提升全要素生产率,实现经济转型升级。

At present, China＇s economic growth trend shows a downward trend, main macroeconomic indicators continue de- clining, however, this should not be simply judged as cyclical adjustment. In fact, due to the reversing of the long-term trends of demographic structure, industrial structure, distribution structure, demand structure, and so on, old economic growth model is to end, China＇s economy has entered a development stage transformation period. Therefore, the foothold of promoting development should be transferred to the improvement of growth efficiency. The reform should be promoted from four dimensions of scale effi- ciency, technical efficiency, allocation efficiency and management efficiency, to stimulate the market＇s vitality, improve total fac- tor productivity, and achieve economic restructuring and upgrading.
