Research on Prioritizing the Local Government Administrative Examination and Approval Procedures of Investment Projects

自"流程再造"理论被应用于公共管理和政府改革领域开始,各级地方政府在探索体制改革过程中,逐渐认识到政府流程再造的重要作用。ESIA理论中作为一种流程再造理论的工具和方法,其主要目的在于通过对原有流程进行再造和优化,从而提高政府行政审批效率,也从另一方面降低了地方政府行政成本。在ESIA理论研究的基础上,地方政府投资项目行政审批需要以审批流程优化和审批管理优化作为主要抓手,实现行政审批"双提速"。

As a theory of process reengineering tools and methods, ESIA theory is helpful to improve the efficiency of administrative examination and approval and to reduce administrative costs for the local government.The basic purpose of ESIA theory is to optimize the existing processes. On the basis of ESIA theory, the procedure of local government investment projects requires the prioritizing of management and process as the main starting point to achieve ＂double speed＂ of administrative examination and approval.
