Optimization of Supervision Effectiveness of NPC Special Committee

完善中国特色社会主义制度,推进国家治理体系和能力的现代化,实现"中国梦",要求坚持和完善人民代表大会制度。全国人大专门委员会监督效能的优化改革是重要的课题。以常设性、专业性、技术性为优势的专门委员会,在全国人大监督权行使过程中发挥着不可替代的作用,这与其法律地位和"低调"的角色定位形成很大的张力。建议通过优化专门委员会的委员构成,赋予专门委员会质询案动议主体的资格,统一专门委员会的议事规则,提升专门委员会的监督效能,从而"撬动"整个人民代表大会制度的改革创新,与时俱进。

It is required to adhere to and complete the system of people＇s congress in order to complete the socialism with Chinese characteristics,to promote the modernization of national governance system and capacity and to realize ＂Chinese dream＂. The optimization reform of supervision effectiveness of NPC Special Committee is a key topic. The special committee with permanent nature,specialization and technical nature plays an irreplaceable role in the process of exercising the right of supervision of National People＇s Congress. This forms great tension between its legal status and ＂low-key＂role definition. It is suggested that the optimization of member constitution of the special committee should be made to endow the special committee with the qualification as the motion subject of addressing inquiries bills,to unify the rules of procedure of the special committee,to improve supervision effectiveness of the special committee,to motivate reform and innovation of the entire system of people＇s congress and to advance with the times accordingly.
